ATHENS — Since the beginning ofGreece’s financial crisis in 2010, two prime ministers have been swept from office after they were forced to adopt an unfeasible package of austerity measures in exchange for a bailout from the troika, as the eurozone authorities — the European Commission, the European Central Bank and the International Monetary Fund — are known. It pains me to watch the same fate befall a third prime minister, my friend and comrade Alexis Tsipras.

In July, when Mr. Tspiras was forced to capitulate to the troika’s latest “program,” it spelled the end of our government. It also caused a split in our party, Syriza, between those who reluctantly agreed to implement the program and the rest of us (approximately 40 Syriza members of Parliament, out of a total of 149) who did not.

The general election set for Sept. 20 is a result of this crisis. For my part, having resigned as finance minister over the troika’s ruthless, humiliating imposition, I plan to sit this one out. I will not contest my parliamentary seat in a sad election that will not produce a Parliament capable of endorsing a realistic reform agenda for Greece.

Nor can I support the adoption of a troika program that everyone knows is destined to fail. There was a clear consensus, shared not only by myself and Mr. Tsipras, but also by Germany’s finance minister, Wolfgang Schäuble, and officials at the International Monetary Fund, that the new bailout deal was not viable.
I will not, however, join those who think that exiting the eurozone, to bring about a major devaluation with a reintroduced drachma, is in itselfa program for Greece’s recovery.

The cause of this continuing trouble for Greece lies in the eurozone’s existential crisis. The pioneers of the single currency, of whom Mr. Schäuble is the last active member, were undecided whether the euro should be modeled on the international gold standard of the interwar period or on a sovereign currency, like the dollar.
The gold standard relied on strict rules that were unenforceable during a crisis. In a severe downturn, these imposed the greatest burden on the worst-hit economies and thus made exit the only alternative to a humanitarian crisis. This is the reason that President Franklin D. Roosevelt took the United States off the gold standard in 1933, expanded the money supply and helped pull America out of the Depression.

A sovereign currency, or state money, demands a different, more flexible set of responses based on political union, as the French government and others have recently proposed. The great questions that Europe must answer are: What kind of political union do we want? And are we prepared to act quickly enough to prevent the fragmentation of the eurozone?

Europe’s indecision is a result of a deep rift between Berlin and Paris. Berlin has traditionally backed a rules-based eurozone in which every member state is responsible for its own finances, including bank bailouts, with political union limited to a fiscal overlord’s possessing veto power over national budgets that violate the rules. Paris and Rome, cognizant that their deficit position would condemn them to a slow-burning recession under such a rules-based political union, see things differently.
It was in the context of this standoff that Mr. Schäuble felt that accepting an alternative plan for Greece’s recovery, in place of the troika’s program, would weaken Germany’s hand vis-à-vis the French. Thus little Greece was crushed while the elephants tussled.

We had such a plan. In March, I undertook the task of compiling an alternative program for Greece’s recovery, with advice from the economist Jeffrey Sachs and input from a host of experts, including the former American Treasury Secretary Larry Summers, and the former British chancellor of the Exchequer Norman Lamont.
Our proposals began with a strategy for debt swaps to reduce the public debt’s burden on state finances. This measure would allow for sustainable budget surpluses (net of debt and interest repayments) from 2018 onward. We set a target for those surpluses of no more than 2 percent of national income (the troika program’s target is 3.5 percent). With less pressure on the government to depress demand in the economy by cutting public spending, the Greek economy would attract investors of productive capital.

As well as making this possible, the debt swaps would also render Greek sovereign debt eligible for the European Central Bank’s quantitative easing program. This in turn would speed up Greece’s return to the money markets, reducing its reliance on loans from European institutions.
To generate homegrown investment, we proposed a development bank to take over public assets from the state, collateralize them and so create an income stream for reinvestment. We also planned to set up a “bad bank” that would use financial engineering techniques to clear the Greek commercial banks’ mountain of nonperforming loans. A series of other reforms, including a new, independent I.R.S.-like tax authority, rounded out our proposals.

The document was ready on May 11. Although I presented it to key European finance ministers, including Mr. Schäuble, as the Greek Finance Ministry’s official plan, it never received the endorsement of our own prime minister. The reason? Because the troika made it abundantly clear to Mr. Tsipras that any such document would be seen as a hostile attempt to backtrack from the conditions of the troika’s existing program. That program, of course, had made no provision for debt restructuring and therefore demanded cripplingly high budget surpluses.

The fact that few people ever got to hear about the Greek plan is a testament to the eurozone’s deep failures of governance. If the “Athens Spring” — when the Greek people courageously rejected the catastrophic austerity conditions of the previous bailouts — has one lesson to teach, it is that Greece will recover only when the European Union makes the transition from “We the states” to “We the European people.”

Across the Continent, people are fed up with a monetary union that is inefficient because it is so profoundly undemocratic. This is why the battle for rescuing Greece has now turned into a battle for Europe’s integrity, soul, rationality and democracy. I plan to concentrate on helping set up a Pan-European political movement, inspired by the Athens Spring, that will work toward Europe’s democratization.
Naturally, this will take years to bear fruit — years that Greece cannot afford. In the meantime, I shall continue to promote our plan for Greece’s recovery as a true, viable alternative to the troika’s impossible program.

European countries must support the United Nations’ proposals for sovereign debt restructuring! – Open letter to the UN by 19 economists


On September 10, the United Nations General Assembly will vote on nine principles concerning the restructuring of sovereign debts. Abiding by such principles would have avoided the pitfalls of the Greek crisis, in which political representatives gave in to creditor demands despite their lack of economic sense and their disastrous social impact. This public interest resolution must be supported by all European states and brought into the public debate. 
The Greek crisis has made clear that individual states acting alone cannot negotiate reasonable conditions for the restructuring of their debt within the current political framework, even though these debts are often unsustainable over the long term. Throughout its negotiations with creditor institutions, Greece faced a stubborn refusal to consider any debt restructuring, even though this refusal stood in contradiction to the IMF’s own recommendations.
At the UN in New York exactly one year ago, Argentina, with the support of the 134 countries of the G77, proposed creating a committee aimed at establishing an international legal framework for the restructuring of sovereign debts. This committee, backed up by experts of the UNCTAD, today submits to vote nine principles that should be respected when restructuring sovereign debt: sovereignty, good faith, transparency, impartiality, equitable treatment, sovereign immunity, legitimacy, sustainability and majority restructuring.
In recent decades, a debt market has emerged that states are constrained to submit to.
Argentina, standing at the forefront of these efforts, has been fending off “vulture funds” ever since it restructured its debt. These funds recently succeeded in freezing Argentina’s assets in the United States through the intervention of the American courts.
Yesterday Argentina, today Greece, and tomorrow perhaps France as well: any indebted country can be blocked from restructuring its debt in spite of all common sense. Establishing a legal framework for debt restructuring, allowing each state to solve its debt problems without risking financial collapse or the loss of its sovereignty, is a matter of great urgency in promoting financial stability.
These nine principles reaffirm the preeminence of political power in handling economic policy.
They limit the depoliticisation of the financial system, which until now has not left any alternative to austerity and instead has held states hostages to creditor demands. The UN vote today provides a stark choice between the democratic handling of sovereign debt matters and the continuing rule by debt markets.
A similar initiative failed in 2003 at the IMF. Today, while the position of European countries remains unclear, their support is fundamental for this resolution to be put into practice. Thus far they have kept away from the process, and did not express support for the creation of the committee. The Greek drama that unfolded over the summer makes clear that there is no time left to dither.
This summer’s sham negotiations have caused many Europeans to retreat into nationalism and express defiance towards international institutions. However, Europeans must reaffirm that democratic rights, rather than the dictates of the market, are at the heart of international governance. We therefore call all European states to vote in favour of this resolution.

Μετά τη συνθηκολόγηση της κυβέρνησής μας, αμέσως μετά το δημοψήφισμα, το «αφήγημα των νικητών» έχει ως εξής: Στα τέλη του 2014 η ελληνική οικονομία ανέκαμπτε. Αν ο λαός δεν «έσφαλλε» εκλέγοντάς μας, η ανάκαμψη θα συνεχιζόταν και το Μνημόνιο σύντομα θα αποτελούσε παρελθόν.

Ομως η διαπραγματευτική στάση που κράτησε η κυβέρνηση Τσίπρα απέναντι στους δανειστές, με πρωταγωνιστή τον υπογράφοντα, βούλιαξε την οικονομία ξανά στην ύφεση και εξανέμισε το μικρό πρωτογενές πλεόνασμα που με τόσο κόπο είχε δημιουργήσει η προηγούμενη κυβέρνηση.

«Ευτυχώς», την ύστατη στιγμή ο πρωθυπουργός έκανε πίσω, αντικατέστησε τον υπουργό Οικονομικών που κόστισε στη χώρα από 20 μέχρι και 90 δισ., και έσωσε την παρτίδα, ίσως και την πατρίδα.

Δεν είμαι όμως «καλός πολιτικός», καθώς επιμένω να λέω την αλήθεια. Κι η αλήθεια είναι ότι η ελληνική οικονομία δεν ανέκαμψε επί υπουργίας μου. Οπως βεβαίως δεν υπήρξε καμία ανάκαμψη το 2014 επί ημερών των κ. Σαμαρά - Χαρδούβελη.

Στόχος μας ήταν μια συμφωνία που να είναι βιώσιμη και να μην ξαναφέρει τη χώρα στα πρόθυρα νέας χρεοκοπίας μερικούς μήνες ή μερικά χρόνια μετά. «Δεν θα συνηγορήσουμε» είπα στις προγραμματικές δηλώσεις στη Βουλή, «σε άλλο ένα μεσοπρόθεσμο αδιέξοδο μόνο και μόνο για να πάρουμε 7,1 δισ. τώρα και να τα δώσουμε στο ΔΝΤ».

Τα 10,9 δισ. του ΤΧΣ δεν τα «έχασα» γιατί ήταν ένα ποσό σε ομόλογα που ποτέ δεν ήλεγχε το ελληνικό κράτος έτσι κι αλλιώς και τα οποία η τρόικα θα αποφάσιζε πώς θα τα διαθέσει στις τράπεζες, είτε έμεναν στο ΤΧΣ είτε τα μετέφεραν στην ευρωπαϊκή μητρική του, το ΕΤΧΣ, και μετά ξανά στο ΤΧΣ (όπως θα κάνουν τώρα)

Βρυξέλλες και Φρανκφούρτη δεν ήθελαν να παραδεχτούν ότι το 2012 υποτίμησαν το πρόβλημα με τα «κόκκινα» δάνεια, τα οποία συρρικνώνουν την κεφαλαιακή βάση των τραπεζών. Ετσι, περίμεναν την κατάλληλη ευκαιρία για να φορτώσουν και αυτήν την εγκληματική αστοχία τους στην κυβέρνηση του ΣΥΡΙΖΑ: τα capital controls που εκείνοι επέβαλαν τα επικαλούνται τώρα, ψευδώς, ως τον λόγο για τον οποίο οι τράπεζες χρειάζονται όχι 10 αλλά 25 δισ.

Ενας γρήγορος απολογισμός αποδεικνύει ότι ο επιπρόσθετος δανεισμός που προσέθεσε η εξάμηνη διαπραγμάτευσή μας στα ήδη συμφωνημένα της τρόικας με τις προηγούμενες κυβερνήσεις είναι... μηδενικός

Πολύς λόγος έχει γίνει για τους συμβούλους μου. Αξίζει μια ματιά στο πόσο κόστισαν στον ελληνικό λαό: ακριβώς μηδέν! Κανείς σύμβουλός μου δεν έλαβε ούτε ένα ευρώ. Ούτε ένα!

Όντας περαστικός, είπα, το βλέφαρό μου για λίγο ν’ ακουμπήσω στου διαδικτύου τις φιλικές ιστοσελίδες! Να δω τα εκθέματα της σκέψης των πολλών, ν’ ακούσω τις ιαχές τους. Όμως άλλα είδαν τα μάτια μου στο θαμποχάρακτο κατώφλι τους. Ο ένας κρατάει την πύρινη ρομφαία, ο άλλος κοντάρια και παλούκια και πιο πέρα ο φίλος τρίβει την τσακμακόπετρά του, εκεί απόκοντα, στις νοτισμένες αναφλέξεις του συστήματος.
-Ω, είπα, ω θεληματάρικα παιδιά, που παίζετε κρυφτό, στα πιο ρηχά σοκάκια ενός εξωνημένου καθεστώτος. Κύματα, κύματα έρχονται τα λόγια σας με θόρυβο και φεύγουν. Δεν έχουν φτερά, δεν έχουν μέσα τους τούς ήχους των πονεμένων.
Μόνο να, κατηγόριες, κατηγόριες, και λόγια επικριτικά από ανθρώπους που εμφανίζονται σαν οι μοναδικοί κάτοχοι της αλήθειας. Κι όλα αυτά, τούτη τη μαύρη ώρα της γενικευμένης υπνογένειας! Δε μπορεί, είπα, κάπου θα υπάρχει η συζυγία των ψυχών, κάπου το πάρτι της στενοποριάς θα πάρει τέλος.
Μα τι θέλω να πω; Για ποιο πράγμα τόση ώρα τσαμπουνάω; Ναι, ναι, μα για του λύκου το χιονισμένο πέρασμα μιλάω ! Μια κίνηση έκανε ο Μίκης Θεοδωράκης και πέσανε όλοι πάνω του για να τον φάνε. Και δε ρίχτηκαν πάνω του οι οχτροί, δεν όρμησε πάνω του της Νέας Τάξης η αρμάδα. Όρμησε το ίδιο το περιοδικό «Ρεσάλτο»! Όρμησε το μετερίζι εκείνο που στις σελίδες του την άστεγη ψυχή μας τόσα χρόνια είχαμε αποθέσει!

Είμαι στο Κοιμητήριο, δίπλα στον τάφο της γυναίκας μου. «Ερευνώ πέρα τον ορίζοντα και, σκύβοντας προσπαθώ με τα δάχτυλα να καθαρίσω την πλάκα του τάφου νάρθει ν’ ακουμπήσει η σελήνη…»*. Ναι, εκείνη μου το έλεγε: Πρόσεχε, πρόσεχε τον κόσμο μας. Πρόσεχε τους ανθρώπους, ενώ μου απάγγελνε με δάκρυα τους στίχους του αγαπημένου της ποιητή : «Αυτός αυτός ο κόσμος /ο ίδιος κόσμος είναι… Στη χάση του θυμητικού / στο έβγα των ονείρων … Αυτός ο ίδιος κόσμος / αυτός ο κόσμος είναι. Κύμβαλο κύμβαλο / και μάταιο γέλιο μακρινό!»…**
Σκέφτομαι, σκέφτομαι κι άκρη δε βρίσκω. «Τελικά αυτή η άμυνα που θα μας πάει, σαν μας μισήσουνε κι’ οι λυγαριές;»** *

Ναι, στο τέλος θα μισήσουμε τον ίδιο μας το εαυτό ή θα τρελαθούμε. Δε γίνεται τη μια μέρα να βάζεις στο εξώφυλλο του «Ρεσάλτο» τη φωτογραφία του Μίκη και την άλλη βάναυσα να τον λοιδορείς. Δε γίνεται τη μια μέρα να ελπίζεις στο φως και την άλλη να γουρουνοδένεσαι με το σκοτάδι. Δε γίνεται τη μια μέρα να προβάλλεις τις απόψεις του και την άλλη να τον ταυτίζεις με τη …Ντόρα!
Είναι αυτή η θαμπούρα απ’ την κακοσυφοριασμένη αιθάλη της Αθήνας που επηρεάζει ανθρώπους και αισθήματα; Είναι η πωρωμένη σκιά του Στάλιν που κατευθύνει ακόμη και σήμερα την εγκληματική παραλυσία των όντων;

Δεν έχω πρόθεση να ενταχτώ στο κίνημα του Θεοδωράκη. Όμως δε μπορώ να πω ότι δε χαίρομαι, όταν ακούω να ξεπετάγονται σπίθες μέσα από τα σπλάχνα της κοινωνίας, είτε αυτές προέρχονται από απλούς ανθρώπους ή από ανεμογέννητους προλάτες πρωτοπόρους. Φτάνει αυτές οι σπίθες να ανάψουν φωτιές, για να καεί τούτο το σάπιο καθεστώς, τούτη η παπανδρεοποιημένη χολέρα. Αν εμείς οι ξεπαρμένοι «κονταροχτυπιόμαστε» μέσα στης πένας τη χλομάδα κι είμαστε ανίκανοι ν’ ανάψουμε μια σπίθα στου καλυβιού μας τη γωνιά, ας αφήσουμε τουλάχιστον κάποιες περήφανες ψυχές να κάνουν αυτό που νομίζουν καλύτερα. Ας μην σηκώνουμε αμάχες κι ας μην πετάμε ανέσπλαγχνες κορώνες, όταν κάποιο κίνημα είναι ακόμη στα σπάργανα και δεν έχει δείξει το πρόσωπό του. Εκτός κι αν η μικρόνοιά μας ενοχλήθηκε, όταν ο Μίκης κάλεσε επίσημα τους Ανεξάρτητους πολίτες σε ΑΝΥΠΑΚΟΗ – ΑΝΤΙΣΤΑΣΗ, σε κυβερνητικά ή μη σχέδια, που Ηθικά, Εθνικά, Δημοκρατικά, Ιστορικά, κατατείνουν στην υποτέλεια του Ελληνισμού.

Όμως, παρά το αλυσόδεμα, παρά τα μύρια δεινά που μας σωρεύουν, τούτος ο βράχος, που λέγεται Ελλάδα, εκπέμπει την κραυγή του. Και οι κραυγές του Μίκη, και οι κραυγές χιλιάδων αγωνιστών, όποιου χρώματος και νάναι, σε πείσμα κάθε ψωροκύβερνου, σε πείσμα κάθε καθεστωτικού βαρδιάνου, κάποια στιγμή θα ενωθούν, κάποια στιγμή στον άνεμο θα ανεβούν, για ν’ ακουστούν, να πιάσουν τόπο. Γιατί «κι ένας που έχει μυαλό νήπιου καταλαβαίνει, πως τώρα η Ελλάδα στην άκρα του άπατου γκρεμού κοντοζυγώνει»****
